United Nations Framework Convention on Climate Change (UNFCCC)

The United Nations Framework Convention on Climate Change (UNFCCC: http://www.unfccc.int) is the centerpiece of global efforts to combat global warming. The UNFCCC was adopted in June 1992 at the UN Conference on Environment and Development (UNCED). The Convention entered into force on 21 March 1994. The Convention's ultimate objective is the "stabilization of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system."

The UNFCCC web site contains information concerning the UNFCCC's activities in the technology transfer arena, including: long-and short-term strategies to increase the technology cooperation. One important means of accomplishing this objective is through the widespread use of environmentally sound technologies (ESTs) and practices.

Under the Convention, the developed country Parties and other developed Parties included in Annex II shall take all practicable steps to promote, facilitate and finance, as appropriate, the transfer of, or access to, environmentally sound technologies (ESTs) and know-how to other Parties, particularly to developing countries to enable them to implement the provisions of the Convention (Article 4.5). This section of the UNFCCC web site contains technology transfer information and activities conducted under the UNFCCC umbrella, including: meetings, committee reports, policy developments and documents, and Technology Needs Assessment studies (TNAs).

Technology Needs Assessment Studies (TNAs)

The purpose of Technology Needs Assessment studies (TNAs) is to assist in identifying and analyzing priority technology needs, which can be the basis for a portfolio of Environmentally Sound Technology (EST) projects and programs which can facilitate the transfer of, and access to, the EST and know-how in the implementation of Article 4.5 of the Convention. Over 35 countries have submitted TNAs to the UNFCCC Secretariat.
